Hugues de Suremain, Director of Advocacy and Litigation
is co-founder of the EPLN. He was formerly responsible officer of the investigation division of the International Prison Observatory, before being its legal and litigation coordinator (2004-2010). Between 2011 and 2016, he was a lawyer at the Paris Bar, practicing in a law firm specialised before the judicial and administrative supreme courts. He has collaborated as a researcher with the University of Florence between 2014 and 2016. He is currently member of the Expert council on NGO law of the Council of Europe. Hugues is responsible for the direction of advocacy and litigation action.
Julia Krikorian, Director of Programs and Associative Development
holds a Master’s degree in Sociology and Philosophy and a Master in Management of Development Aid. She has fifteen years experience in the management and development of international projects in the field of human rights, humanitarian aid and conflict resolution in Eastern Europe and the Balkan (Russia, Ukraine, Moldova, Georgia, Armenia, Kosovo). She joined the European Prison Litigation Network in 2014 and is responsible for directing the NGO programs and developing the network.
Anastasiia Zhuravel, Project Assistant
Anastasiia holds a Bachelor’s degree in International Law from the Taras Shevchenko National University of Kyiv, as well as an LL.M. in European Legal Studies from the College of Europe. She has more than two years of experience in legal consulting in various spheres of law. She joined the European Prison Litigation Network in 2020 and assists in the implementation of projects and in legal work. In particular she assists the development of the multimedia project “20 years of European prison law”, and the monitoring of ECHR case law on prison.
Vasyl Melnychuk, Legal expert
Vasyl joined EPLN as legal expert in 2020. He holds two Master’s degrees: in Engineering and Construction and in Science of Law from National Transport University of Ukraine. Since 2015 he has been gaining his professional experience as a lawyer in several law firms in Ukraine. Before joining EPLN he was working as legal attorney at “Kharkiv Human Rights Protection Group NGO” in Ukraine.
Rasa Puzinaite, Financial manager
Rasa joined EPLN Secretariat team as financial manager (part-time) in 2019. She studied BA Social work in Vilnius University, Lithuania (including Erasmus exchange in UK) and MA in Religious science in University of Copenhagen, Denmark. In between studies Rasa spent a year volunteering in Armenia with EVS program and worked as a project administrator in Lithuanian Social Research Center.
Béranger Dominici, Coordinator of the newsletter on ECHR jurisprudence on prison
Béranger holds a Master’s degree in European Interdisciplinary Studies from the College of Europe (Natolin campus). He also studied Political science at the University of Strasbourg (Institute of Political Studies) and holds a Master’s Degree in Prison Law and Human Rights from the University of Pau. He gained experience in asylum and migration policies, personal data protection and human rights while working in the NGO sector as well as for the French civil service and EU Agencies.Since 2016, Beranger has developed and coordinated the monitoring of ECHR case law on prison, issued in the form of quarterly newsletters disseminated to the Network members and partners.
